A büntetés-végrehajtási szervezet gazdasági társaságainak a központi ellátás rendszerére alapozott tevékenységeiből új, piacképes, modern termékek és szolgáltatások felkutatásával és bevezetésével lehetséges kitörni, válaszolva a mindenkori igények kihívásaira. Mindehhez esetenként át kell lépni korlátainkat és modern, innovatív termelési modelleket kell bevezetni, amelyek megoldást nyújtanak a XXI. századi igényekre. A 2014 decemberében létrehozott Bv. Holding Kft., mint uralkodó tag, valamint az általa ellenőrzött bv. gazdasági társaságok a fogvatartottak kötelező foglalkoztatására létrehozott (továbbiakban: Bv. Holding) elismert vállalatcsoport kerül bemutatásra a tanulmányban. A megújuláshoz a Bv. Holdingban található autonóm társaságok, mint szervezeti egységek, az „együtt erősebbek vagyunk” elvén haladva meghatározzák a lehetséges irányokat. A Bv. Holding Kft. elvi és szervezeti átalakulása esetén a büntetés-végrehajtás meg tud felelni annak a társadalmi és kormányzati elvárásnak, hogy megvalósuljon a fogvatartottak teljes foglalkoztatása, valamint piacképes termékek előállításával és az eladásukhoz szükséges piac megtalálásával a büntetés-végrehajtási szervezet önellátóvá és önfenntartóvá válhat.

It is possible to break out of the activities of the limited companies of the Prison Service based on the central supply system by finding and introducing new, marketable, modern products and services, responding to the challenges of the current needs. To do all this, we sometimes have to go beyond our limits and introduce modern, innovative production models that provide a solution to the 21st century needs. The Bv. Holding Ltd. was founded in 2014 December, as the dominant member of the group of companies. The group of companies is named Bv. Holding (hereinafter: Bv. Holding), and the companies controlled by the Bv. Holding Ltd. are established for the compulsory employment of prisoners. The Bv. Holding Ltd. and the member companies of Bv. Holding are presented in the study. The autonomous companies as organizational units of the Bv. Holding determine the possible directions for the renewal, based on the principle that “we are stronger together”. In the event of a theoretical and organizational transformation of the Bv. Holding Ltd., the Prison Service can meet the social and governmental expectation of full employment of prisoners, and by producing marketable products and finding a market to sell them the Hungarian Prison Service may become self-sufficient and self-sustaining.

Balassagyarmaton egymás mellett, párhuzamosan működik az intézeti, és egy, a központi ellátásban szerepet vállaló gazdasági társaság - jelen esetben az Ipoly Cipőgyár Kft. - által történő munkáltatás. Tanulmányomban bemutatom az Ipoly Cipőgyár Kft.-nél szerzett tapasztalataim alapján az itt fogvatartottak munkáltatásának és oktatásának jellemzőit, kitérek továbbá a központi ellátás szerepére is.

In Balassagyarmat, the employment of prisoners is realized side by side and in parallel in the prison limited company taking part in the central supply system - in this case Ipoly Cipőgyár Kft. - and in the Balassagyarmat Strict and Medium Regime Prison. In my study, I present the characteristics of the employment and education of the prisoners based on my experience at Ipoly Cipőgyár Ltd., and I also cover the role of central supply system.

Tanulmányomban részletesen megvizsgáltam az Annamajori Mezőgazdasági és Kereskedelmi Kft. tevékenységeinek, azon belül is a péküzemnek a hatásait, különböző területekre lebontva, úgymint munkáltatás, reintegráció vagy gazdálkodás. Továbbá kitértem arra, hogy az annamajori pékség civil piaci tendálása miként tudja segíteni a fogvatartotti foglalkoztatás növelését, valamint a kiszámítható gazdálkodás biztosítását.

In my study, I examined in detail the effects of the activities of Annamajori Ltd., including the bakery, broken down into different areas, such as employment, reintegration or farming. I also elaborated on how the civilian market tendency of the bakery in Annamajor can help increase the employment of prisoners and ensure predictable management.

A magyar büntetés-végrehajtási szervezet gazdasági társaságainak alapításánál 1974. január 1-jén a Duna Papír Kft. jogelődje is helyet kapott. Az elmúlt negyvenhat év alatt sok néven és profilváltáson, de nem kevesebb nehézségen keresztül vezetett az út a napjainkban is sikeresen működő társasághoz. Sikere nem csak a törvényben meghatározott feladatai maradéktalan végrehajtásának, hanem a mindig előremutató, fejlődni képes, pozitív hozzáállású üzletpolitikájának köszönhető. Tanulmányomat a társaság töretlen fejlődésének bemutatása kapcsán készítettem, ami által a tisztelt olvasó megismerheti, hogy egy, a fogvatartottak kötelező foglalkoztatására alapított, 100%-ban állami tulajdonú társaság is milyen jelentős sikereket érhet el.

When the limited companies of the Hungarian Prison Service were established on January 1, 1974 the legal predecessor of Duna Papír Ltd. also participated in the process. Over the past forty-six years the company went through name changes, profile changes and quite a few difficulties, the road has led to a company that is still operating successfully today. The success is due not only to the full implementation of the statutory tasks, but also to the company’s always forward-looking, evolving and positive business policy. I have done my study in connection with the presentation of the unbroken development of the company, by which the deeply respected reader can learn that even a 100% state-owned company based on the compulsory employment of prisoners might reach significant successes.

A precíziós gazdálkodás korunk mezőgazdaságának kimagasló, innovatív vívmánya. Több technológiai elem bevonásával egyesíti a szántóföldi termesztés kezdetén kialakult helyspecifikus műveleteket a modern mezőgazdaság teljesítményelvárásaival, egyben segítséget nyújt az eredményesebb gazdálkodáshoz. Ez a komplex rendszer a helymeghatározást és a térinformatikát közösen alkalmazza a termelők igényeként felmerült, vagy már alkalmazott technológiai elemek pontos, térben megismételhető folyamatainak vezérlésére. A Pálhalmai Agrospeciál Kft. 2014-től vezette be a precíziós gazdálkodás egyes elemeit. Tapasztalataink alapján minőségi és mennyiségi javulás történt a termelésünk azon részeiben, ahol a helyspecifikus termesztés elemeit alkalmaztuk. Fontos kiemelni, hogy a bemutatott technológia eredményes használatához irányítói és alkalmazói szinten is az eddigitől eltérő szakmai szemléletre van szükség.

Precision agriculture (PA) is considered a paramount innovative achievement of our time. By incorporating several technological aspects, it combines site specific processes conceived at the early days of arable farming with the expected productivity of modern agriculture, achieving a more economic resource management. This complex system employs both positioning (GPS) and geographic information systems (GIS) in order to help control and precisely carry out spatially repeated processes, both which are already implemented, and those that are yet to be implemented by producers. Pálhalmai Agrospeciál Ltd. introduced certain elements of PA in 2014. We have observed qualitative and quantitative improvements in sectors of our company that adopted site specific cultivation practices. It’s also important to note the need of a change of professional attitude on the management and operative levels in order to efficiently implement the presented technologies.

Tanulmányom első része kiindulópontként szolgál a második részben kifejtésre kerülő fő téma megértéséhez és annak alapjairól nyújt általános áttekintést. Ennek keretében egyfelől a bv. szervezet és feladatai, másfelől pedig Magyarország honvédelme és védelmi igazgatási rendszere kerül bemutatásra. A bv. szervezet feladatainak összetevőit egyes igazgatási tevékenységek vonatkozásában határozom meg, a honvédelem, valamint a védelmi igazgatás rendszerének bemutatásakor a lényegre fókuszáló megközelítést alkalmazok. Ezek értelmezését követően, a második részben könnyebben szemléltethetővé válnak a bv. szervezet védelmi feladatai, valamint a védelmi igazgatás rendszerével fennálló kapcsolata, amely a tanulmány második részének fő irányvonalát alkotja.

The first part of my study serves as a starting point for understanding the main topic covered in the second part and provides a general overview of its basics. On the one hand the Prison Service and its tasks, on the other hand Hungary’s national defense and defense administration system will be presented. I define the components of the tasks of the Prison Service in relation to certain administrative activities. I use a substance-focused approach when presenting the system of national defense and defense administration. After detailing the above, in the second part of my study the defense responsibilities of the Prison Service and its relationship with the defense administration system will become easier to illustrate, which will be the main focus of the second part of the study.
